1. Download ICQ
2. Download ICQPlus
3. Execute ICQPlus, making sure you put it in your main ICQ folder
4. Activate your ICQ panel
5. Click on the ICQ button, you should see a pale yellow plus sign
6. Click on the plus sign to bring up ICQ Plus
7. After you have gotten some skins, click on the 'import' button
8. Find the zipped up skin
9. Click 'open' and you should see a preview of the skin
10. Click 'apply' to apply skin to your ICQ panel
